Britain and France Plan to Send Forces to Ukraine in the event that a Peace Deal is Agreed

Placeholder Diplomatic Meeting

The London and Paris have formalized a statement of purpose concerning the stationing of troops in the nation if a ceasefire be made with Russia, the British leader, Starmer, has stated.

Subsequent to talks with Kyiv's partners in the French capital, he noted that the UK and France would "set up defense centers across Ukraine and erect fortified installations for arms and military equipment" to prevent any subsequent incursion.

The coalition members also put forward that the United States would assume leadership in monitoring a halt in hostilities.

The Kremlin has consistently cautioned that any external forces in Ukraine would be considered a "legitimate target", but has so far not commented on this new development.

The Situation and Continuing Conflict

The Kremlin's head Vladimir Putin launched a major offensive of Ukraine in February 2022, and Russian forces at this time controls roughly 20% of Ukraine's sovereign soil.

"This represents an essential component of our vow to stand with Ukraine for the duration," stated the UK Prime Minister.

Top officials and high-ranking officials from the "Coalition of the Willing" were involved in the Paris negotiations.

Speaking at a joint press conference, he noted: "It establishes the framework for the juridical structure under which allied and coalition forces could operate on Ukrainian soil, protecting Ukraine's airspace and waters, and restoring Ukraine's armed forces for the years ahead."

The UK prime minister added that Britain would be involved in any American-headed monitoring of a prospective ceasefire.

Security Guarantees and Negotiation Stances

Lead Washington representative Steve Witkoff said that "long-term security guarantees and strong economic promises are essential to a enduring ceasefire" in Ukraine – mentioning a major requirement made by the Ukrainian government.

He indicated the partner nations had "substantially agreed on" their work on agreeing such assurances "to ensure the people of Ukraine know that when this conflict ends, it ends for good."

Jared Kushner, ex-President Donald Trump's representative, also was involved in the discussions.

Meanwhile, President Macron Emmanuel Macron declared that Ukraine's allies had made "major progress" at the talks.

He said that "strong" safety pledges for Ukraine had been reached in the event of a possible ceasefire.

Ukrainian President Volodymyr Zelensky commented that a "significant step forward" had been made in the talks, but added that he would only consider efforts to be "enough" if they culminated in the conclusion of the war.

Earlier, he indicated a settlement was "largely prepared". Finalizing the outstanding 10% would "decide the fate of peace, the future of Ukraine and Europe".

Unresolved Issues

  • Sovereign soil and defense assurances have been at the forefront of key disagreements for negotiators.
  • Putin has consistently stated that Ukraine's forces must retreat from the entirety of Ukraine's eastern Donbas or Russia will seize it, dismissing any compromise over how to conclude the war.
  • The Ukrainian President has thus far excluded giving up any land, but has floated the idea that Ukraine could withdraw its troops to an agreed point – but only if Russia reciprocates.

Russia presently occupies approximately 75% of the Donetsk oblast and some 99% of the bordering Luhansk. The two regions form the heartland of Donbas.

The earlier US-led 28-point peace plan that was widely leaked to the media last year was perceived by Ukraine and its European allies as being disproportionately favorable in Moscow's favor.

This triggered a period of high-level discussions – with Ukraine, the US and European leaders trying to amend the draft.

Last month, Ukraine sent the US an updated proposal – as well as separate documents detailing potential security guarantees and provisions for Ukraine's rebuilding, he said.
